Second Adult Rebate

If you share your home with other adults on a low income, you may be entitled to a Second Adult Rebate. This is a benefit based on the income of the people who live with you, not your income. It is credited to your Council Tax account reducing the amount you have to pay.

You can claim a Second Adult Rebate if you are a single person who is responsible for Council Tax, or you or your partner are disregarded for Council Tax purposes, and you have other adults living with you who receive a low income.

A "second adult" is anyone who lives in your household who is 18 or over, and does not pay rent to live with you, and who is not disregarded for Council Tax purposes.

The amount you get depends upon the type and amount of income of all of the second adults in your home.

How to make a claim

If you are not sure whether you will be better off claiming Council Tax Benefit or Second Adult Rebate, you can claim both by completing a full Council Tax Benefit claim form. You will need to provide income and capital details for yourself and your partner as well as for all of the adults in your household. We can then work out your entitlement to each and award the higher of the two. If you only wish to apply for Second Adult Rebate, you won't have to give details of your income, only those of the other adults in your household.
