
The Pioneers statue celebrates the canal builders who founded Ellesmere Port and was cast in bronze by Liverpool artist Stephen Broadbent.

While councillors are unpaid volunteers, they are entitled to claim expenses and a basic allowance to cover their work.
Ellesmere Port and Neston Borough Council adopted a revised scheme of members' allowances from April 2005 after a report from an independent remuneration panel.
The basis of the scheme is this:
| Leader of the Council | £5,400 |
| *Leader of the Conservative Group | £2,520 |
| *Leader of the Lib/Dem Group | £280 |
| Chairmen of Executive Committee | £2,700 |
| Chairmen of Overview Committee | £1,350 |
(*based on the number of members in each group)
- a personal allowance in the sums shown payable to the Mayor and Deputy Mayor
| Mayor | £4,200 |
| Deputy Mayor | £1,000 |
In addition to the above allowances, members are entitled to claim
On the advice of the independent remuneration panel, the council has decided not to introduce a scheme of pensions for members at present.
