Borough council - The borough council has an out-of-hours telephone number for use in emergencies, which is 0151 355 0202.
This service is provided to deal with 'true' emergencies, which arise when the council offices are closed, such as emergency repairs to council properties, or if a person is homeless etc. Emergency repairs, as opposed to urgent repairs, are those where danger or injury to people and / or serious damage to property is likely. They include:-

Total heating system failure
Serious flooding
Dangerous structures
Dangerous electrical faults
Loss of drinking water
Gas leaks (these should be reported immediately to Transco whose emergency telephone number is 0800 111 999 (24 hours a day)
Security of property

Wherever possible a full repair is carried out at the time of the call-out. If this is not possible, a "make safe" repair will be carried out with a full repair done later during normal office hours. If the emergency call-out service is misused you might have to pay for the full cost of the council's visit including administration charges.
