Licensing: Personal Licences

If you wish to supply or authorise the supply of alcohol at any licensed premises in England and Wales you will need to apply for a Personal Licence.

You should make your application to the licensing authority where you live. If you live in the district of Ellesmere Port and Neston you should make your application to this authority.

The Licence authorises the named person to become a designated premises supervisor and can supply alcohol or authorise the supply of alcohol in premises that have an appropriate Premises Licence.

Personal licenses are not tied to a specific premises which means that holders of such licences have greater flexibility to move from one licensed premises to another. A personal licence is valid for ten years.

To apply for a personal licence you should complete an application form and a form of disclosure of conviction and declaration form, which can be accessed following the link below. These forms should be submitted to the Council and should be accompanied by:-

  1. Two passport sized photographs, one of which has a statement confirming that it is a true likeness of you and signed by a person of standing in the community who knows you
  2. The fee (currently £37.00)
  3. A criminal record check (not more than one month old)
  4. A Licensing qualification - either BIIAB level 2 pesonal licence holders - 100/4866/2, GOAL level 2 personal licence holders - 100/4650/0, or GQAL level 2 personal licence holders 100/5040/1
