Vauxhall's factory at Ellesmere Port is to be one of four plants in Europe that will build the new Astra.
The Government has given permission in principle for a parish council to be created covering Neston and the surrounding area.
Now the borough council is consulting on the make-up of the proposed council, which would cover Neston, Little Neston, Parkgate and Ness.
It is proposed that the new council would have 17 members, but the borough council must now seek the views of residents on the proposed composition of the council. Anyone who wishes to comment should write to or email Shirley Hudspeth before March 30 2008.

In 2006 a petition calling for a town council to be created for Neston and the surrounding area was presented to Ellesmere Port and Neston Borough Council. It was signed by 2,530 people and presented by Neston Civic Society.
That was followed by a a survey of households carried out by the borough council, in which 58 per cent of those who voted backed the proposal for a parish council.
