Home Energy Conservation Act
The Government has placed a duty (Home Energy Conservation Act 1995 - HECA) on all local authorities with housing responsibilities to carry out activities which are practical, cost effective and likely to result in a significant improvement in the energy efficiency of homes. 'A significant improvement' equates to a 30% reduction in the amount of energy used in homes.
