All district councils in England have a responsibility to prepare a new development plan, called a Local Development Framework (LDF), for their areas under the Planning and Compulsory Purchase Act.
The LDF will start to replace the policies of the existing local plan which was adopted in 2002. The LDF is a portfolio of separate documents that deal with specific issues or areas. It promotes a vision for how Ellesmere Port and Neston could look in the future and sets out programmes and strategies for tackling some of the problems that affect the quality of life of our residents.
The LDF will guide the shape of the district in the future and will be used to determine all planning applications made to the council. It complements the Community Strategy and provides a spatial dimension to the objectives set out in it.
Councils prepare their LDFs in accordance with an agreed timetable called a Local Development Scheme (LDS). For further information on the LDS click the link below:
In December 2007, the Secretary of State for Communities and Local Government announced that there would be a reorganisation of local government in Cheshire from April 2009. A new unitary authority will be created from April 2009 to cover West Cheshire and will include the districts of Chester, Vale Royal and Ellesmere Port and Neston. The new authority will be known as Cheshire West and Chester.
Local government reorganisation in Cheshire will radically affect the drawing up of development plans covering the area. All four councils which currently cover west Cheshire (Cheshire County Council, Chester City Council, Vale Royal Borough Council, and Ellesmere Port & Neston Borough Council) will be abolished in April 2009 and a new unitary authority established.
It is probable that the new authority will require a joint Core Strategy to be prepared for the new district at the earliest opportunity and the shadow authority which was set up in May 2008 will consider how this is best taken forward. It will also consider what other documents should be included within the Local Development Scheme for the new authority.

These are part of the Local Development Framework, and clarify or provide additional information relating to specific planning policies. These can be material planning considerations in determining planning applications.
