The Local Development Scheme included the preparation of a Housing Allocations and Policies Development Plan Document which was intended to provide the framework for housing and housing related development in the future. However, due to Local Government Reorganisation in Cheshire it was decided not to take the DPD forward. Instead, a Strategic Housing Land Availability Assessment (SHLAA) is being prepared.
The SHLAA is required by national planning policy, set out in Planning Policy Statement 3: Housing (PPS3). It will identify sites with potential for housing; assess their housing potential; and assess when they are likely to be developed. Inclusion in the SHLAA does not necessarily mean that permission will be granted for residential uses. The SHLAA will inform LDFdocuments but does not itself allocate sites. It will however be a key document in helping to deliver housing sites in the district.
The draft SHLAA is the subject of public consultation from Monday 4 August 2008 to 5pm on Monday 8 September 2008. Comments can be emailed to Gemma Jones, sent by post to Head of Planning Services, Ellesmere Port and Neston Borough Council, 4 Civic Way, Ellesmere Port, CH65 0BE, or made using our online consultation system provided by Limehouse by clicking on the link below:

House Builders Panel
We have held four special housebuilders panel meetings, in April and September 2007 and January and May 2008. These were attended by a number of national, regional and local housebuilders. The Panel discussed a number of matters concerning the Local Development Framework. The Panel also debated matters relating to housing land so as to inform the Strategic Housing Land Availability Assessment. To read the minutes of the meetings, click the links below:
The next house builders panel will be held on Tuesday 7 October 2008. If you would like to attend fthis meeting, please telephone 0151 356 6504 or email Gemma Jones
