Planning Policy Position Statement
On 13 December 2005 the borough council approved a Planning Policy Position Statement that sets out the approach that will be taken in considering planning applications for new housing schemes.
The statement is a response to the rise in the level of housing completions and commitments and will be a material consideration in the determination of planning applications. The need for the statement reflects the continuing pressure for housing in the district and the requirement to manage this effectively.
Since its adoption the council has recognised that the position statement could be improved through a number of minor additions which would allow small residential schemes to be permitted that would result in regeneration benefits and improvementes to visual and residential amenity. Previously, these types of development would have been treated as exceptions.
When the position statement was first produced the borough's housing requirement was based upon the figure of 220 dwellings per year in the Regional Spatial Strategy (formerly RPG13).
The new draft RSS proposes a housing requirement of 400 dwellings per year which, when adopted in 2008, will replace the existing figure of 220. It will still be necessary to manage the housing supply to achieve the greatest possible regeneration benefits. Further information on the RSS can be found using the following link:
The council has made the necessary additions to the position statement so it may be used effectively in the interim period between now and when the RSS is formally adopted, even if it may need to be amended again in the future.

Background Information
A 6 week period of consultation was carried out on a draft statement in July and August 2005. Planning Committee on 8 November 2005 agreed to revise the draft statement in the light of the consultation exercise before it was considered by Housing Committee on 1 December 2005 and finally approved by Council.
