Cheshire County Council is the waste local planning authority for all of Cheshire. It has prepared a new waste local plan that sets out the approach that the County Council would take when considering planning applications for new waste treatment operations and which sites in Cheshire would be preferred for waste treatment.
The draft was revised in 2005 following public consultation. All objections to both versions of the plan were considered at a public inquiry which began on 5 September 2006 at Chester Racecourse. The inquiry has now closed.
The borough council appeared at the inquiry and presented evidence against some of the proposals in the plan. In particular the borough council argued against the identification of a number of sites in Ellesmere Port for waste treatment.
These sites are at Innospec (Associated Octel), North Road, Newbridge Road and Bridges Road. The borough council's case was presented by barrister Richard Humpreys, along with officers of the council, Mike Worden, Catherine Morgetroyd and Charles Holmes.
The Inspector, Andrew Mead, delivered his report to Cheshire County Council in June 2007. His report was binding and led to a final plan being adopted on 12 July 2007.
